The Ministry of Finance declassified and released the comprehensive Royal Commission of Inquiry (RCI) report on Lembaga Tabung Haji (TH). The findings provide full clarity on both the underperforming equities transferred to Urusharta Jamaah Sdn Bhd (UJSB) and Tabung Haji's modern-day financial health.
Both areas offer crucial insight into the scale of the 2018 recovery exercise and where the fund stands today.
Focus 1: The 106 Listed Equities & The "Premium Gap"
The core problem in 2018 was that Tabung Haji was holding onto billions in heavily depreciated stocks but refused to write down their value on its books. To save TH, the government's SPV (UJSB) stepped in and bought these shares at an artificially high original book value.
The total market value of the equities transferred was only RM7.4 billion, but UJSB paid TH RM16.8 billion for them—effectively giving Tabung Haji an instant RM9.4 billion cash-equivalent subsidy to wipe out its deficit.
The RCI and parliamentary briefings highlighted the most severely damaged investments that forced this bailout:
Total-Loss Investments (100% Impaired): The RCI revealed that 7 out of 14 key troubled investments suffered complete 100% wipeouts. The single largest loss was Al-Rawda Real Estates Development in Saudi Arabia, which suffered a devastating RM1.86 billion total write-off. Other completely wiped-out entities included Trurich Resources Sdn Bhd (RM364 million loss), Putrajaya Perdana Bhd (RM193 million loss), TH Marine (RM198 million loss), and the Alfareeda Residential Fund (RM63 million loss).
Extreme Premium Transfers: For public-listed stocks on Bursa Malaysia, the government paid premiums as high as 36 times their actual value to protect TH. For example, TH held a heavily degraded block of 334.16 million shares in TH Heavy Engineering Bhd. Its true market value had plummeted to just RM10.02 million, but the government paid TH RM380.3 million for it.
Blue-Chip Adjustments: Even stable blue-chip companies were transferred at a premium because their stock prices had dipped below TH's historical purchase price. A block of 65.51 million shares in MISC Bhd was transferred to UJSB for RM486.53 million, representing a 10.85% premium over its actual RM438.93 million market value.
Note: Over the years, UJSB actively managed and reengineered this portfolio, eventually trimming the exposure down from 106 companies to around 60 listed companies (including retaining a major stake in Pelikan International Corp Bhd) to recover taxpayer funds.
Focus 2: Tabung Haji’s Current Financial Surplus Status (2025/2026)
Following the structural cleanup and stricter Bank Negara guidelines, Tabung Haji’s financial trajectory has completely reversed. The fund is no longer in a deficit and has achieved highly stable liquidity.
The Ministry of Finance (MOF) confirmed the audited figures:
Asset-to-Liability Surplus: Tabung Haji's total assets stand at RM98.58 billion, safely outstripping its total liabilities of RM95.63 billion. This leaves a healthy, positive net asset surplus of RM2.95 billion.
Depositor Confidence: Total depositor savings have surged significantly from RM75.4 billion during the 2018 crisis period to RM93.4 billion, proving that public trust in the institution has been fully restored.
Record-Breaking Earnings: Backed by restructured governance, TH recorded the highest investment income in its history, hitting RM4.64 billion.
Profit Distribution (Hibah): Because the fund maintains a genuine legal surplus, its profit distribution rate to its 9 million depositors has steadily recovered. The payout rose from a historic low of 1.25% in 2018 up to 3.50% (amounting to a RM3.22 billion total payout), marking its highest distribution yield in eight years.
The Takeaway
The data from the declassified RCI confirms that the 2018 asset transfer acted exactly as intended: a massive government-funded shock absorber. Taxpayers absorbed nearly RM13 billion in legacy investment damage, which kept the fund solvent and allowed Tabung Haji to rebuild itself into the profitable, surplus-generating institution it is today.
